Our Story

Our Story began with a shared belief: that everyone deserves the opportunity to live a life filled with purpose, dignity, and joy. Founded by families and community members who wanted a brighter future for individuals with intellectual and developmental disabilities, The Arc of Central Plains has grown into a vibrant community dedicated to inclusion and empowerment. Over the years, we've expanded our programs, built strong partnerships, and impacted countless lives, all with the aim of creating a world where every person is valued. Today, our mission remains steadfast, and our commitment unwavering—to open doors, break down barriers, and enrich lives in every possible way. Together, we’re writing a story of compassion, resilience, and lasting change.

Philosophy & Mission

The Arc of Central Plains is committed to bringing enrichment and purpose to the lives of all people with intellectual and developmental disabilities through participation in activities, education and lifelong inclusion in every aspect of community life.

Who is the Arc?

The Arc is the largest national community-based organization advocating for and serving people with intellectual and developmental disabilities. Founded in 1950, The Arc was comprised of a small group of concerned and passionate parents and community members who would be catalyst for changing the public perception of children with disabilities. For the past 60+ years, The Arc has continued to grow and evolve along with the changing needs and issues that people with disabilities and their families face.

The Arc's History

In the summer of 1966, families in Ellis County recognized the need for a support group for parents of children with intellectual and developmental disabilities. Led by Dr. Jack King, the first meeting of The Arc of Central Plains was held, originally named the Homer B. Reed ARC in honor of Homer B. Reed, who envisioned an organization dedicated to supporting individuals with disabilities. Early goals included public education, expanding schooling options, and establishing a training center.

The Arc's first milestone was opening a daycare for young children with disabilities, followed by an affiliation with both the state and national Arc in 1967. By 1968, the Homer B. Reed Training Center was fully operational on the FHSU campus. As it grew, the training center eventually became independent, and the parent organization was renamed the Central Plains ARC, later adopting the name The Arc of Central Plains in 1997.

Over the years, the training center evolved into Developmental Services of Northwest Kansas (DSNWK), expanding to five centers across Northwest Kansas. The original daycare also continues to serve the community as the Hays Area Children's Center.

To support the training center, a Ways and Means committee organized a fundraising basement sale. The event was so successful it led to the founding of the Thrift Shop. Initially open one day a week, the shop expanded to three days, and by 1973, relocated to a larger building at 116 E. 11th Street. In 2015, the Thrift Shop moved to its current location at 600 Main Street, allowing for an expanded sales floor, donation processing area, and a new activity room for self-advocates. This space is now used for social events, life skills, and training classes, continuing The Arc's mission of inclusion and support.
